The Garden of Prosperity Is Burning
The "garden of prosperity" that Western leaders once promised their citizens — and lectured the rest of the world about — is going up in flames. Literally. On Saturday, as France experienced some of the most violent protests in years over the cost of living, the emblematic town hall of Limoges, a 143-year-old building modeled on Paris's Hôtel de Ville, was set ablaze by masked protesters and largely destroyed. The local prefect called it a catastrophe for heritage — a deliberate act of vandalism. The flames gutted the council chamber, the wedding hall, and the civil registry office, and the building's bell tower, the city's landmark, collapsed.

The bill for thirty years arrives
Strip away the riot gear and the burned facades, and this is a fiscal and geopolitical story. France's efforts to tame its public debt have failed to reassure investors; government borrowing costs have hit their highest levels in more than two decades. Inflation has surged, driven in part by Middle East war pressures — conflicts the West's own policies helped ignite and sustain.
That is the pinch: the West is living through a cost-of-living crisis substantially of its own making. Decades of outsourcing production to cheaper latitudes, wars of choice in Iraq, Libya, Syria, and the Sahel, sanctions regimes that boomeranged into energy prices, and pandemic-era money printing have combined to hollow out the purchasing power the "garden" was supposed to guarantee. The Yellow Vests of 2018 erupted over a fuel tax; today's protesters face fuel, food, rent, and a public sector stripped to the bone — with inflation above 3 percent, school buildings crumbling, and teacher shortages. The grievances are structural, not cyclical. As one young protester in Paris put it: "We are fighting because the cost of living is too harsh, because the price of fuel is too high, because high school pupils are being violently attacked."
The jungle strikes back
To understand why the world outside Europe is watching these flames with more schadenfreude than sympathy, recall who coined the metaphor in the first place. Josep Borrell, the European Union's foreign policy chief, described Europe as "a garden" — orderly, prosperous, a "haven" — and most of the rest of the world as "a jungle" that "could invade the garden." The jungle, he said, must be tamed; the garden must be protected.
The watching states will draw several conclusions. First, that the Western social contract is more fragile than advertised — that a few years of above-target inflation can crack a polity France has spent two centuries perfecting. Second, that inflation caused by distant wars returns home as ballot-box poison and street violence; Europe's gardeners set fires abroad and are now breathing the smoke. Third, and most quietly, that the multilateral order that once disciplined their own deficits is itself out of money and out of legitimacy. When the home of the austerity sermon erupts over precisely the economics it prescribed abroad, the sermon is over — and Borrell's gardeners are discovering they cannot wall out the consequences of their own horticulture.
What comes next
Saturday's violence will likely ebb; such movements always do. But Macron enters his final stretch as a lame duck facing the 2027 elections, with Marine Le Pen and Jean-Luc Mélenchon both positioned to harvest the anger — one from the nativist right, one from the anti-system left. Neither offers a way back into the garden; both offer to burn the hedges.
The deeper lesson is uncomfortable for the West. Prosperity, like peace, is not a walled estate. It is a commons — sustained or squandered by the same trade, energy, and war policies whose costs the garden's owners believed they could export. The fire in Limoges is not merely a French story. It is a receipt, delivered late, with interest.
